Re: Urgent request for the evaluation and installation of a traffic light, a pedestrian crossing, and comprehensive road safety measures on Federal Highway 51, at the access to the El Malanquín, Antigua, La Cañada, Los Huizaches, El Mirador, Villa de los Frailes, and La Serena developments.

The undersigned, residents and users of the El Malanquín, Antigua, La Cañada, Los Huizaches, El Mirador, Villa de los Frailes, and La Serena developments, located in the municipality of San Miguel de Allende, Guanajuato, respectfully address you to request a technical evaluation and authorization for the installation of a traffic light, a properly marked pedestrian crossing, and any other road safety measures deemed appropriate, at the shared access point to these developments on Federal Highway 51, Celaya–Dolores Hidalgo stretch, at the Villa de los Frailes development, Postal Code 37790.

Background

The access to these developments is currently one of the highest-risk points for those of us who live in and travel through this area daily.

It is important to note that five of the seven developments, condominiums, and residential communities in this coalition use the same single entrance and exit onto Federal Highway 51, concentrating at one point the daily circulation of thousands of residents, visitors, workers, suppliers, emergency services, public transportation, and cargo vehicles, which considerably increases both traffic volume and the level of risk. Although El Malanquín and La Serena have their own separate access points, their residents face the same risk when heading toward San Miguel de Allende: they must cross the same lanes of traffic and make the same U-turn, from points even farther from the signalized turnaround, which means even greater exposure to danger.

To head toward the center of San Miguel de Allende, drivers must cross three marked lanes of traffic, plus a shoulder irregularly used as a fourth lane, to reach the nearest signalized turnaround, located approximately 300 meters from the main access. This maneuver means crossing a high-speed road with a constant flow of private automobiles, motorcycles, cargo vehicles, passenger transport, and heavy machinery.

The situation is made worse by the configuration of the highway itself: a grade in the road significantly limits driver visibility. This condition prevents drivers from detecting oncoming vehicles in time. By the moment approaching vehicles become visible, they are already too close for safe merging or crossing maneuvers.

As a consequence of these conditions, multiple traffic accidents have been recorded at this point, some of them fatal, in addition to numerous incidents that, while not always officially reported, represent a constant risk to the population.

It is important to emphasize that urban growth in this area has considerably increased traffic volume in recent years. The developments and condominiums mentioned above are home to thousands of residents, in addition to visitors, suppliers, and service personnel who use this shared access daily. The existing road infrastructure no longer adequately meets the area's current mobility and safety needs.

Legal Basis

The purpose of this request is to protect the lives, physical safety, and property of those who use this road daily, consistent with the human right to safe mobility established in Article 4 of the Political Constitution of the United Mexican States, and with the principles of accident prevention and protection of public road users set forth in the General Law on Mobility and Road Safety, which calls on authorities to implement infrastructure and actions aimed at reducing risk factors and prioritizing the safety of people.

Furthermore, road safety is a shared responsibility between authorities and society. This petition therefore seeks to contribute to accident prevention before further tragic and avoidable events occur that could have been prevented through adequate infrastructure.

Request

In light of the above, we respectfully request that the Secretariat:

First. Conduct a technical traffic engineering and road safety study at the access to the developments.

Second. Evaluate and, where appropriate, authorize the installation of a traffic light that allows for safe merging and turnarounds.

Third. Authorize and install a properly marked pedestrian crossing that is visible and accessible to all persons.

Fourth. Analyze the implementation of complementary road safety measures, including:

  • Preventive horizontal and vertical signage.
  • A reduced speed limit along this stretch.
  • Illuminated warning signals.
  • Speed reduction devices, where technically appropriate.
  • Lighting at the access point.
  • Delineators or any other infrastructure the technical studies determine advisable.

Fifth. Inform this neighborhood representation in writing of the results of the technical study and the actions determined to address this problem.

Final Considerations

Our petition is strictly preventive in nature. We do not want to wait for more accidents to occur before acting. On the contrary, we request timely measures that protect the lives of the residents, visitors, and users of this important roadway.

We are convinced that installing adequate infrastructure will significantly reduce the risk of accidents, improve mobility in the area, and provide greater safety for both drivers and pedestrians.

We trust in the sensitivity and commitment of the Secretariat to address a problem that affects hundreds of families every day, and whose solution represents an investment in the protection of human life.
